Game play always >>> graphics but as angrytypingguy said it is nice to have good graphics as icing on the cake.
Given the amount of disagrees that people who say game play > graphics are getting in here I would say there a lot of bitter 360 fanboys in here as awesome graphics are supposed to be this games saving grace but sadly it looks like the first.

GTA1 was more fun than GTA4 because it was original whereas GTA4 is basically rockstar starting to milk the GTA open world formula so it got boring quickly.
And considering the review scores and sales figures there is no hope of rockstar changing the formula in any significant way so GTA5 is going to suck as well as 6,7,8......
